You can get the source tarballs at,
ftp://ftp.gnome.org/pub/gnome/sources/

evolution, evolution-data-server and evolution-exchange are available
under this and you can find the tarballs under 2.28 directory. Example,

ftp://ftp.gnome.org/pub/gnome/sources/evolution/2.28/
