Try to experiment a bit, e.g. ask your correspondent to send you a
message from Hotmail with only a single JPEG attachment, try the same
thing with other correspondents on Hotmail, etc. Then report a bug to
Bugzilla.

In the meantime, you should be able to drag and drop attachments from
the original message into the forwarded one. If that doesn't work, it
definitely should be reported.
