Preferences->Autocompletion and tick the address books you want to use.

Note that this list is fine for discussing problems and ideas, but
enhancement requests should be posted on http://bugzilla.gnome.org under
the appropriate topic (Evolution/Mail or whatever). That way there's a
way of tracking them and developers might actually pay attention (you
never know ...)
