Perhaps I should have explained more carefully. The machine which has
evolution running is a desktop (running Debian) which talks to a server
(with a POP server) on a home network. What puzzles me is that most
users, on the same machine, open Evolution online, but only one opens
offline.

This is usually caused by having NetworkManager running, and having NM
support built into evo.

You're options are to use NetworkManager properly (in which case evo
will be automatically online when you're connected to the internet); or
disable NM support in evo (a compile time option) or never start NM on
the box at all (it is a daemon started by an init script).
