This might be relevant:

It relates to a bug I filed a while back which caused "Apply All
Filters" to fail in some cases. Jeff comments that you can't use regular
expressions in filter matching rules (though Evo doesn't stop you), and
I would speculate that "Subject starts with string" might be tripping
the same bug.
