AFAIK this actually is an option of spamassassin that is toggled by
evolution.

Although only one in about 2-4 weeks gets through, it's all in the
tweaking (and learning) of spamassassin.

Where is the tweaking done?

Depends on version and distribution. A good starting point is to find
the file "local.cf" inside some spamassassin directory (wherever that
may be on your system). It usually resides in /etc/spamassassin
or /etc/mail/spamassassin.
