There is no built-in support in Evolution for the TNEF encapsulation format used by Microsoft Outlook. TNEF is wildly unstandard, for example Outlook Express (*cough*) does not support TNEF. The plugin is for Evolution>=2.3.1, and afaik it seems to compile with Evolution 2.4.2.1, don't know about 2.6.x though.
