Indeed. _Determining_ junk belongs on the server. Disposition of Junk
belongs on the client though.
Nope.
The server must be able to already REJECT the spam. When it accepts the
spam, it's too late.
One man's spam is another man's ham. The server can only reliably reject
90% or so. The rest has to be left to the user.
