It's actually a gnome setting, it used to be in the
gnome-toolbar-settings crapplet, might still be there.

I think the key is /desktop/gnome/interface/toolbar_style

PS: I'm sure someone will tell me the setting is right in front of my
nose and what's wrong with me :-(
