Oh yeah, I forgot to mention the context of that particular suggestion - it was specifically made to someone who wanted to get the Date column in an email view to be 24 hr.
Thats a little odd ... I set 24 hour format by using the Tools->Settings->Calendar and Tasks->Time Format
