Thats a little odd - UK tends to be ambivalent about time formats with
12 hour time having the upper hand.  I set 24 hour format by using the
Tools->Settings...->Calendar and Tasks->Time Format setting.

but the British locale has month/day semantics (or, maybe it's the en_US
that I suspect my system is otherwise running as). 

British never use month/day semantics - its only those strange folks
south of you.

For what its worth I use en_GB.UTF8 for the overall LANG settings -
although its set at a machine level on my box (Fedora - use the system-
config-language tool).
