IIRC changes to the account settings will affect mails queued in Outbox.
At least I changed the SMTP hosts several times when I forgot to change
it before sending -- and yes, it works. :)

This said: Does the mail in Outbox actually does "know" more than its
respective account?
It used to.  But i vaguely recall it being fixed, but i wasn't sure, hence the 'i think'.  It may not be an issue infact, afterall.


(Caveat: I remember reports of the "sending mail" dialog to still show
the wrong account after changing the account settings. This was just a
display bug though and already fixed, IIRC.)
