Then why (1.4.5 and everything earlier) is the thing lying? Why does it
report anything at all? ping is ping (icmp echo request as a rule), noop
is noop.
Not exactly. A "ping" is just something from which you expect a "pong"
response, and is clearly thus a generic term to 'find out if something
is alive'.
Exactly. It comes from early sonar days when you sent out an echo
sounding 'ping' to make sure something was still there. The only reason
that the ICMP ECHO has become known as a 'ping' is because of the
ubiquitous program of that name that performs an ICMP ECHO request.
