You may need libscrollkeeper0, after which I suspect running
scrollkeeper-update might be more effective. I'm somewhat unclear on
how scrollkeeper-update would run without the library I assume is
provided by libscrollkeeper0.

Thanks - I am almost there. 'apt-get install yelp' worked and now I get
a browser window. The browser has 2 panes - navigation on the left and
content on the right. However, all I get on the right is "Loading...". I
think I am still missing the doc files. Do you know where I can get them
and how to install them? I cannot find a Debian package for them.

guenther answered 2., so here's my answer to 1:
1.4.5 uses yelp as a help browser. I'm not sure what package name that
corresponds to on Debian these days, but it may be that you simply don't
have it installed. Yelp is the standard GNOME help browser at this
point.
