If there is no way to represent a particular character in US-ASCII (or
the charset you chose), we have no choice but to find a charset that can
represent that character.
But the curly-quote thing in particular is annoying.
Maybe we should put windows-1252 at the end of the list in
camel-charset-map.c, since that's more widely supported by older mailers
than utf-8...
