I don't know anything that might help with your problem, other than to
tell you that London is at GMT (GMT stands for Greenwich Mean Time;
Greenwich is a city in England); Moscow is further east.  In any case,
setting your TZ to the wrong one doesn't sound like the right approach
to take.

I'd check the list archive (link at bottom of this message); I think I
saw some time zone issues were discussed in the last month.
