You can't really do it for the evolution dir.  You could try a symlink,
but if strange things happen ...

You can however store your local mail folders anywhere ...

e.g. you create a new 'account', but have it setup as a 'local mbox
spool' or 'maildir tree', and enter the path to the base of the folder
tree in the config.

It will show up as a new subtree in the folder list.

But you may run into problems with a windows drive as it doesn't support
the same file operations a native filesystem does, and things like case
sensitivity.
