In my experience, the composer window does not remember its dimensions -- not even within the same Evolution session. The message display window, on the hand, does remember the dimensions the user sets it to, but only within the current session. Quitting Evolution and restarting it (don't have to do a killev to reproduce this), makes the message display window go back to its default dimensions.
