I've run into this, also compiling on Solaris 8. I don't know the fix, but there's a simple workaround:
in po/Makefile, delete all references to zh_TW.*

Or you could always configure with --disable-nls.

Compiling things (primarily developed on Intel Linux) on sparc Solaris is a major pain. Looks like
you have root access, too <jealous>.

I've been trying to compile Evolution 1.2.0 (source from ftp.ximian.com) and run into this error. This is 
compiling on Solaris 8, with GNU gettext/msgfmt on a sparc box:
