You don't have to edit files to change that setting-- just pick the "Emacs-like" shortcuts from the Composer control panel (if you're using Evolution 1.1.x, choose Settings-->Preferences, pick "Composer Preferences" and it's the first item in the "General" tab).

Have a look in
/usr/share/gnome/ui
where you will find configuration files for the UI for the different
components in Evolution. My guess would be that you should look in the
evolution-message-composer.xml
file.
Also, you might want to consider Googling the list archives
