I actually did look through the list archives that I have before I asked
I did not find anything ... I can see that I may have been searching for
the wring things

Have a look in
/usr/share/gnome/ui
where you will find configuration files for the UI for the different
components in Evolution. My guess would be that you should look in the
evolution-message-composer.xml
file.
Also, you might want to consider Googling the list archives
