FWIW, just installed the gold release of Opera 6.0.  It escapes the
spaces in the subject itself and seems to prefer: 

evolution --no-splash mailto:"%t"?subject=%s

If I quoted "%s" I ended up with quotes on the subject line.

All this with Evo 1.0.5.
