[Evolution] Unknown library 'xml'

Hello all,

I'm trying to compile libgal to make evolution work. I'm using Mandrake 8.1. I run configure on libgal and 
get the following error:

checking for gnome-config... (cached) /usr/bin/gnome-config
Unknown library 'xml'
checking for xmlNewDoc in -lxml... Unknown library `xml'
no
configure: error: Could not link sample xml program

Which library do I install for this to work? I checked to see if libxml is installed, libxml and libxml2 are 
already installed.

What do I try next? I've been downloading and updating softwares for 3 days now but still cant get evolution 
to run properly.
