Well, I *suppose* mutt is doing this, because the base64 encoded word is
smaller than the QP encoded word, and because the to be encoded text
contains mostly characters which have to be encoded.  The RFC encourages
to do so.

Besides: Are there really non-MIME MUAs out there?  "mail" is one I can
think of - but people using mail to regularly read mails surely are used
to think in base64, I'd suppose.
