I am running evolution-0.14 on Mandrake 8.1 (Release Candidate). I installed by RPMs though for long, I have been compiling evolution from CVS. Here is the scoop:

When you configure gal and other components needed by evolution, be sure to specify:

--prefix=/usr --sysconfdir=/etc

in the configure command line.

Also, You can use the Red-Hat 7.0 snapshot RPMs for Mandrake 8.0.:
ftp://ftp.ximian.com/pub/evolution-snapshot/redhat-70-i386

Finally, evolution-0.14 is actually available for Mandrake 8.0:
ftp://ftp.ximian.com/pub/ximian-gnome/mandrake-80-i586
