Yes, this is a great idea.  I think you should file a "wishlist" bug. 
Personally I don't know anybody who (has told me s/he) prefers HTML
messages, but I'd really like to be able to select certain contacts that
will either A) get PGP-signed or B) PGP-encrypted mail.  Awesome idea!

people who will, every time I send them an email, call me and say, "I
can't read your email".

Or, in my case, the even worse result. I send an email to an potential
employer, forget to turn off GPG signing, and get my email deleted
because they can't read it.
