It's the encoding used to view the current message. "Default" means it
uses what's specified in the message and/or your mail settings.

Ie, if you select "Western European" for Mail Settings -> Default
Character Encoding, it means all messages whose character encoding
aren't specified will be assumed to be iso-8859-1.

If you select "Western European" for View -> Character Encoding, it
means the currently-displayed message will be displayed assuming
iso-8859-1 encoding, even if it explicitly claims to be something else.
