Hmmm... With componentized architectures becoming more common, there
should be some kind of app-centric list or DB, where one can see
compatibility of components from the perspective of a given application.
For instance, for Evolution, the different versions of GTK that are
known to work would be listed, with a link detailing bugs and problems
with other versions.

That db could also be used by installation software. In your case, it
would then warn (not forbid, but warn) that "Your version of GTK has
known problems with this app..BLABLABLA..This version works with
everything you have installed. Do you want to upgrade GTK or abort the
installation?"
