Certainly, though the functionality is in the gtkhtml pane, rather than
Evolution.  To change gtkhtml keybindings, go to the Control Center and
'Document Handlers->HTML Viewer->Keyboard Shortcuts'; there is an
'emacs-like' default, which is probably what you're after.
