I'm not sure I see the problem.  The state of the shortcut bar seems to
be remembered, so I just turn it off once and that's it.  And if I have
it on, it remains on the next time I run evolution.  I personally don't
care for its use of screen space, but it seems to be important to the
audience we're trying to win over from MS.
