One problem is designing a UI that allows this but isn't too
complicated for novice users to use.

You can do that actually, with the "Expression" rule. What, now you
want documentation on the syntax? :). Look at the <code> sections of
${prefix}/share/evolution/vfoldertypes.xml for some hints.
