Chenthill and I tried to meet on IRC, but despite his generous offer to
meet outside his working hours we haven't found a slot yet.

As I wanted to get something working before leaving for a two-week
business trip where I cannot do anything on the code itself, I completed
the code/patch as I had suggested earlier. It's still incomplete (no
Outlook TZID table, memory handling of ical strings missing), but it
solves the problem of importing conflicting time zone definitions
already and maps TZIDs which contain a location at the end.

As suggested by Chenthill I have moved the discussion to a new issue in
the tracker. Please watch it and reply there if you are interested:
