that happens e.g. for the email labels, yes.
quoting fejj: "the labels get initialised in whatever the locale was the
first time they were initialised. since users can change the label
names, it is important that we don't change them when the locale
changes."

just for the records there are several bug reports filed in gnome's
bugzilla dealing with this (all dependencies of bug 236276), namely
301624 or 300312 or something.
