Well, calibre has a highly customized build process that includes custom builds of all its dependencies, so I personally don't much care about a poppler windows binary. Also on windows because of all the mutually incompatible C runtimes, maintaining official binaries is not going to be easy. At a minimum you'd need binaries for the mingw C runtime and the visual studio (2008 SP0/SP1 c runtimes). Finally I believe the KDE on windows project makes publically available binary builds of poppler with mingw and msvc avaialable. Kovid.
