Support for Japanized (modified) DVI format

Could you please add support for Japanized, modified version of DVI format?
There are slight changes (that use 'set2' instruction) added to the
original DVI to support Japanese. You can find the specification of the
modified one at http://www.ascii.co.jp/pb/ptex/dvi/index.html . I
believe Japanize patch for xdvi
(http://xdvi.sourceforge.jp/index.en.html) is a good reference.
