There is an extension called "Only one close button" which mimics the the behavior of Firefox 1.0.x availible at http://www.sstuhr.dk/epiphany-extensions/ . One of its features is to make tabs scale down as you open more. You can install it by placing it in ~/.gnome2/epiphany/extensions/ (both the .py and .ephy-extension files)
