I don't think anyone ever proposed that, no... 

May I suggest you read the Epiphany manifesto:

Of course we'd be happy if more people used Epiphany but our goal is not
mindshare or brand recognition, but to make a web browser that "just
works" so that people won't even have to think about how the program is
called that gives them Web access.
