That was one reason yes, the other being that, as Epiphany depends on
Firefox and XULRunner isn't ready for prime time, shipping two browsers
doesn't make sense (especially if you want to fit it on 1 CD). 

Nevertheless, there are distros with Epiphany as default browser. Among
them Arch Linux, Debian with GNOME (or so I was told) and recently
accompanied by Foresight Linux.
