You can tell GNOME to save its session between logging out and in in the
GNOME preferences. Epiphany's session will be saved and restored as
well. The conceptual model behind Epiphany only knows open or closed
pages, there is no special provision for when the executable is started
or stopped.
However, there are more people who desire a "session saver" just for
Epiphany. There's an enhancement request for epiphany-extensions about
that here:
