There's a current extension for this:

I've noticed that when epiphany crashes (e.g. when the session manager
crashes) epiphany asks whether to restore the previous state, so it should be
possible to perform this in "normal" restarts too.
I agree; I think an extension is not the way to do this, since
obviously the code to do it is already working. I've gotten no
response about that on the bug though.... :(
