So... you want to display a tooltip for every external link? That
could work, have to wonder two things though: can tooltips be made
instant or do we have to wait for it as now, and how do you solve
conflicts with people who use the title attribute?
Would it be possible to create a mockup of what you had in mind for
trying? Even something using CSS hover could maybe suffice to get the
"feel" for it. I'm afraid that it could be annoying in a bad way, not
annoying in a useful way, something usually leading to mass disabling
thanks to "helpful" power users and forum howtos. ;)
