Not even GIMP, which is the window-richest app I ever use, does that. I am glad to have my window manager handle where applications open their windows. The WM is configurable and I can choose the strategy for placing windows myself, then all windows behave that way. I'm also very happy as a programmer not having to bother with this particular issue. I don't have to care. The choice is up to the user. If he cares about windows turning up in the same locations all the time then he'll be happy to have a WM with such a "database".
