Yeah, I agree with you on this. My thoughts are:
* While there is space available, we should use the available
space by allowing the tabs to be larger and more readable.
* Once we have filled the window with tabs, we can start shrinking
the size of the tabs.
* Once there can be no more reduction of tab size we start using
the scroll buttons.
This would have to be implemented in a way so that, as you've said,
"when you created N+1 tabs, it should show N tabs with a little bit
smaller width and scroll button".
