Also, it might be a good idea for us to exert a bit of editorial control - ideally we want a selection of the very best photos, rather than a huge collection that people have to wade through every time they need a picture.

Completely agree. I think Flickr has been a great way to gather large amounts of photos. From there we can select the best ones to add onto the cloud. I can go through some of the existing folders and try to narrow down the content of those as well. Let me know if there's any other way I can help with this :)
