Codecs could be the problem ...it's possible. i try to look for this way.

That's a problem with the PBX.
For some reason, it rejects the call :

Not sure why though. But your IT admin should know why.
Perhaps you should try disabling all video codecs to see what happens. But the hint is there :

And I wonder if it does not happen just because you are calling from an IP range the CISCO rejects.

This seems to be a yet another issue related to libnotify. Does not
a notification appear when you receive a call?! Maybe there is an
icon in system tray for that.
Anyway, open the call window before the call, and you will be able
to answer the call using the icons in the call window. Does this
