Why LibOpal package in Debian and Ubuntu still has that
remove_ilbc
clause

Why not time came to enable ILBC in LibOpal and Ekiga...
I will take a look and enable it then.
I have just enabled it. It will appear in the next 4.x.y release for
debian and hopefully for ubuntu too.
