You're right, this is a feature for Asterisk, not Ekiga. Asterisk is a
professional free software solution for internet and PTSN telephony.
You'll need to fiddle a bit with it in order to configure it properly,
but it's fun and very useful. It's available in Ubuntus repositories.

You can use Asterisk to provide advanced voip services and optionally
connect your home PTSN connection to it to make it available from
other PTSN phones.

Newer mobile phones are also able to connect to Asterisk using a
built-in SIP client. There is also work under way to make push-to-talk
capabilities available, but I don't know how far they've come.
