You don't get it I think.
My Wiki commit propose a solution (proprietary ) in order to be able to use Ekiga with a proxy http. then you don't need to modify anything to the network ( if the http proxy is classic and not too restrictive on the type of request I think)
Skype will bypass ay network , it's not only a matter of port .
