As far as I know it is almost impossible to transmit with higher
resolution than QCIF (176x144) with Ekiga 2.0.x - it is definitely
not possible to set it from the graphical interface and I actually 
did not succeed to get higher resolution even when I really tried...

I would suspect the driver could be on blame. Have you tried to
use the webcam with the \"Display images from your camera\" button?
Is the problem also visible there? If the problem is not here, 
another possibility may be slow CPU, although this would also be
manifested by choppy sound. I would also try to do the echo test
to see whether the problem is there too. And if nothing helps, 
then -d 4 output could tell more...
