Yes i want to change the preferences and thank you for the reply . I am confuse on one thing only at your link there is command 

gconftool --set /apps/ekiga/general/personal_data/short_status --type string away


how would i know that i will use "short_status" to change the status , like if i want uncheck the Disable Network setting then what should i write ? is there any constant values or parameters ?

If I understand correctly, you want to make some changes to ekiga preferences without having ekiga executing, afterwards start ekiga.

This is possible.  See https://bugzilla.gnome.org/show_bug.cgi?id=655393#c5 for an example.
